USK Socialises Rector’s Decree on Guidelines to Procure Goods and Services

The University of Syiah Kuala (USK) held a workshop to socialise the Rector of USK’s Decree No. 7 2021 on the guidelines of Goods and Services Procurement in the USK environment. This event was opened by the Vice Rector II of USK, Dr. Ir. Agussabti, M.Si in Hermes Hotel (Banda Aceh, 19 April 2021). 

Agussabti on his speech said that the event was essential specially to promote transparency on the procurement of goods and services around the university. For this reason, The Vice Rector of General Affairs and Finance asserted that the Rector’s Decree needed to be well understood by all parties, specifically the work unit in USK that is directly involved with the procurement of goods and services. 

“The presentation of the Rector’s Decree was hoped to perfect the guidelines to be more effective, efficient, transparent, and accountable so that we could avoid and minimise any unwanted problems.”, he said. 

This workshop was guided by the Dean of the Law Faculty of USK, Dr. M. Gaussyah, S.H., M.H. as the moderator. The material was then presented by Rita Berlis, Ak. MM, CA, QIA, CPSt and Muhammad Nur Yahya, S.E, MM., M.Si., MH., CFrA., CSPs., CITPE., Adv. Cert. SCM.

Rita Berlis first explained that this guideline was made due to the status of the USK as a Public Service Agency (Badan Layanan Umum). Therefore, this university could formulate its own rules and guidelines namely the Guidelines of Goods and Services Procurement in the USK Environment. The foundation of this guideline was based on the President’s Decree No. 16, 2018 Jo the President Decree 1221. 

Aside from that, there were some important points from this Rector’s Decree. One of those was the explanation of the goods and services procurement that included goods, construction works, construction services, and other services that could be procured with integrity through self-management and goods/services providers. 

Moreover, to monitor the goods/services, USK would have an internal monitor whose function is to observe the internal events of USK. The internal monitor is carried out by the Internal Control Unit (SPI) to create the good government in the university. 

Then, Muhammad Nur Yahya examined a few articles in the guidelines. On article number 6 about the meaning of effective on goods/services procurement is that it must reflect the targeted needs and result in great benefits. 

Then, the meaning of transparency is that all terms and information during the procurement of goods and services, including the technical administration of the procurement, evaluation methods and the decision for prospective providers, is accessible to the entrant providers and public. 

On Chapter IV of the Goods and Services Procurement plans, the description includes the identification of needs, decision of goods/services, market analysis, risk management, and budget provision BPJ Part Seven, Procurement of Goods/Services Article 14. 

“The financial report will be written up to a certain standard by a registered public accountant.”, he added. 

Also attending this activity were USK's Vice Rector IV, the Head of the USK General and Finance Bureau, the Deans, and other related work units. Some of the external parties that were present including the Attorney General's Office, related government offices, and others.
